I had a similar problem with my washdown pump. The problem was the pressure switch on the pump. When I stopped the water flow, the pressure switch did not cut off power to the pump and it would trip the breaker. I installed a 20 amp breaker and eventually destroyed the pump.

You might consider replacing the pressure switch on the pump.
